Hal, I replaced all three parts on my H shifter assembly about a year ago. The small press in caps, as you guessed, keep the small shifter pin from sliding out of the tower. I do not believe that the small pin is designed to fit snugly in the tower (like yours, my pin diameter was smaller than the tower hole). When you put the spring on the shift leaver it (the spring) will push down on the tower cover and up on the cotter pin in the shifter leaver, removing all the slack and preventing the whole assembly from vibrating when the tractor is running. I don't remember the pins themselves being very expensive. If you need the larger pin, and want to send the new one back, I have one I would be happy to send you.
