1206 PTO problems

Had it on a 2 row Fox Chopper, it worked good in the morning but shortly after lunch we started having trouble, kept sluggin the chopper, after checkin some things on the chopper we noticed that the PTO was slipping instead of pulling down the tractor engine. Is there any way to setup or adjust the PTO so it wont slip. Pleanty oil in the hyd/tranny. No slip clutch on that chopper so it should have either pulled the engine down or sheared a shear pin. Thank you in advance.
