I've worked in a IHC shop for 25 years and never failed to get these type of wheels loose. What I do is to get one side of the wedge loose. Don't take part of the wedge off, just get it very loose. I then turn the wheel so that the bolt for the wedge is on the bottom (toward the floor) I let the jack down so the tire just touches the floor.I then find the biggest hammer I can find and procede to hit on the top side of the axle. After a few blows the remaining half of the wedge always comes loose. Good luck the wedges fit very tight.
