Remember that paint highlights defects. Any dent or scratch will look WORSE after you paint. Dents need to be filled (I assume you have done this), sanding scratches finer than about 180 grit can be covered with a primer surfacer, followed by sanding with 400 grit or finer. If you have numerous small imperfections in any of the sheet metal, PPG and Dupont make sprayable body fillers, that can be sanded and then covered with primer surfacer. If you are down to bare metal, the 1st coat should be either an etch primer or an epoxy primer depending on what kind of rust converter you use. It all depends on how good a job you want. If you want a really good job, you might want to post this question on the paint board. A couple of very knowlegeable people should answer.
