No need to take everything apart. The fan pulley (water pump pulley) is in two pieces. The front half is threaded to turn on the hub and unscrew, widening the space between the two halves thus loosening the belt. There is a set screw on the hub with a lock nut that locks the position of the front half. Loosen the lock nut on the set screw and then the set screw. Clean the threaded hub up real good with a wire brush and lots of penetrant. As the others said they set in place from years of inactivity. You should be able to get it to come loose. Then you can slide the new belt over the fan and onto the crankshaft pulley. Retighten the hub and lock it in place and you are done. As the others said, install a new generator belt too.
