Simply put, it is a lever that allows you to manually swing the drawbar one way or the other. It hooks to the swinging part of the drawbar and the stationary part. When you get on a hillside the plow will pull to one side so you grab the lever, release the ratchet, and move the hitch over where it needs to be.
