400D won't start -- electrical stumper

Hi all, I've got a 400D that won't start (on gas). The starter motor engages, and the fuel system checks out...it just doesn't seem to get spark to the plugs. I've traced the problem to the coil, I believe. When I have someone turn the engine over, and I hold the coil's cable close to a ground, I don't get any spark. I've got 12V measured to the negative post on the coil, and I've got 12V on the other side of it, so the coil itself seems to be ok. (And, I've tried two new coils fresh from AutoZone today...same deal.) I'd start to wonder about the condenser and the points inside the distributor, but I haven't touched any of that since the tractor was running. (I got it in running condition a few months ago, then I pulled all the wiring and fuel lines off so I could clean it up and paint it.) The only thing that might have affected the electrical system is a short that happened when I first tried turning it over a couple of weeks ago. In that case, I didn't know that the manifold switch had a short to ground, and I cooked the wire between it and the key switch. I've since replaced that wire, and I'm bypassing the manifold switch for now. Could that short have blown something in the distributor? The starter engine works great, and the ammeter acts normally, so the rest of the electrical system seems to be in good order...it's just something with the ignition.
