Just a quick shot at this, sounds as though you didn't use the glow plugs long enough, and continue while starting. In real cold weather I have held them in for 4 minutes. Hot summer day 30 sec min., if there was a cool fall chill in air 60 sec. I am just going by your description of starting process. Had a 560 on farm, many time I heard from new employees,"I cant get the 560 going". Glow plugs, glow plugs I always said. You are dealing with IH's pioneer of direct start diesel.
