It's also possible that you're working on the wrong end. The levers up by the seat may be fine. You can determine that by disconnecting the clevises at the top end of the rods. If your levers then move, you're stuck down below. Not much on the outside of the block end that can bind. Will probably mean rebuilding the block. There've been several threads on that in the last few days.
