super c brakes

I am looking at buying a 51 super c. The brakes take a lot of pressure to stop. Are these disk brakes? How difficult is it to replace? Can they be cleaned instead of replaced? Also there is some oil at the pto in rear. My H does not show any leak. Is this normal? Can it be fixed easily?
