starting problem on M

I recently bought a 1946 M tractor to use as a second backup tractor. Because it may set for along time between uses, and beacause it has a magneto, I figured I would forego the cost of a new battery, wiring, lights, etc, and just start it with the when needed. I then noticed the portion of the sleeve that engages the shaft had been torched off. I pulled th bolster off (not a fun job) and replaced the sleeve with a used sleeve from a tractor salvage yard. When trying to put the bolster back on, I noticed the sleeve was too long and would be permenantly engaged to the . The used sleeve a got was the same length as several other sleeves I saw on other M's. The shaft looks normal on my tractor also. It appears the only way to solve the problem is to shorten the sleeve. Has anybody else had this problem or know what I'm doing wrong?
