I agree with peter. I have seen some tractors this way and doesn't seem that bad of a way to go although there would be some time and labor involved if you were to do alot of changing from steel lugs to the strips of rubber and then back to the steel lugs. It wouldn't be a change you would want to do on a short phase basis. If switching back and forth alot I would pick up an extra set of wheels but if not, I would go with the bolt on rubber strips. But hang on to those lugs in case you want to put them back on.
