The Closed Center System was made especially for applications where there were more than one valve used at a time, like in a Backhoe, where they curl the bucket, retract the arm, and swing it sideways all at the same time. This way all different valves can be used at the same time. The newer tractors have them incorporated in them. But the Closed center system doesn't steel power from the tractor. It uses a piston pump with a adjustable squash plate. Once the pressure gets to a set point, the pump doesn't pump till the pressure drops by being used on a cylinder or such. So, big newer tractors can lift the 3 pt hitch as well as use the rear ports at the same time, or use a bunch of diffrent valves (Like on a Potato Harvester) and work diffrent things all at the same time.
