There is a screw in the fan hub for oiling and it can be overfilled. They can leak, but, even considering the observation below that it doesn't take much oil to make a mess, I don't think you'd get enugh to run down to the wheels. You could tell if it was the fan hub by taking off your hood and looking at the underside of it and under the top of the grill. The fan would spread it in all directions. If it's only leaking when it's running (even sitting still), I'd say you're in for a front seal.
