Two comments on similar situation I ran in to recently: 1) Seems the rebuild kit needles are a hair shorter than the originals. I ended up bending upward the little clip on the float where the needle makes contact to make the valve shut at a lower gasoline level. This worked well for about a week, then... 2) If it continues to flood, break down the carb, remove the float and shake it. If you hear liquid,the float is not floating properly and you have a pinhole somewhere. Isolate the hole by heating the float over a light bulb. The heat will force the gasoline out of the hole. Turn the float so the hole is on the bottom and secure with the lamp heat source close enough to drain completely (might take overnight). A little JB weld on a toothpick will fix the hole. I have read that dipping it in some of that gas tank liner fluid will fix a pin hole.
