Back in my Kansas Highway Construction Inspector days, this was a COMMON occurance. I witnessed hundreds of rail cars unloaded in this manner, without incident. It tends to be unnerving the first time you see it done, but it tends to be an easier way to unload rock, gravel, etc, when you are in the middle of nowhere without a chute.
