The screw that is next to the governor tube is the idle speed screw. The other upper screw is the idle mixture screw. I usually screw that one all the way in and then open it up until the engine starts to falter and screw back in 1/2 turn. When you turn that one out, or counterclockwise, you are leaning the mixture.

The angled screw on the bottom is the high speed mixture screw. Turning it clockwise leans the mixture. After the engine is warmed up, turn that one clockwise until the RPM starts dropping, and then turn is back out 1/2 turn.
