A salvage yard should be able to fix you up with a steering wheel (most IH tractors had that same steering wheel), you could also get a new one from Case-IH, or order it from Bates Corp. at www.batescorp.com. Do you need a rear wheel or is it the rim that you need? You should be able to get either from a salvage yard too, some other IH tractors with the same size rubber would have the same wheels/rims. Your local tire shop might even be able to order a new rim.
