Chad I had the same problem and here is my solution. When I removed the throttle handle and the toothed plate I realized that there was a groove worn into the throttle plate and the top of the throttle lever was worn down with years of use. I replaced the spring and washer but it didn't solve the problem. The problem was that the throttle lever had to sit relatively straight to keep the tooth in the notch. I took the welder and ran a bead over the surface of the throttle lever that contacts the plate on the opposite side of the notches. I smoothed it off with the grinder and reassembled it and evrything is fine. i hope this might help....Mike in Exeter Ontario
