Sounds like either a poorly adjusted governor to carb linkage, or else or bad governor. To check the adjustment, set the governor to the max speed position with the motor shut off. Now check to see if the carb throttle shaft is fully open (has rotated 90 degrees from idle position.) If not, adjust the linkage as required until the throttle shaft is full open.

If proper adjustment cannot be made, then there's a problem with the governor itself - worn thrust bearing, broken spring, bent shaft, etc.
