you are right both problems from same cause, but I don't think pressure relief has anyting to do with this could be but not this time. you either have a bad o ring in the hitch cylinder or the tel depth valve is warn bad enough to let the oil by, many 460-560 have a double check valve where the hoses from the cylinder screw into at the back of the seat if o ring is bad in check this will cause same. as far as the high pressure some times the linkage could be binding or the gears inside of tel depth valve could be going bad. hope this helps.
