1486 wont let plow down

I hooked my 3 point hitch chisel plow behind my 1486 and when I got to the field and let down the implement it only skimmed along the ground. This was with the draft(raise/lower)lever all the way down. Then in a few minutes the plow took to the ground and almost stalled out the tractor. The draft control (heavy/light)lever was set all the way down on "heavy", but when I pulled it back even a little bit the plow came out of the ground completely. This routine continued as long as I tried using the plow. Skim the ground/sink out of sight. I never found any other position. Now let me go ahead and clear a few things for the readers. First. The ground is definately not to hard. It's almost too wet. Second. The plow teeth are sharp! Third. The impliment only touches the ground if the draft control lever is all the way down in the "heavy" position. Slight adjustments on the "raise/lower" lever have no effect other than to raise the plow up completely or lower it completely. Do I have internal draft problems?
