Rookie M Tire Question

Been doing battle with a leaker on my M for awhile and since this is my snow moving machine I"ve decided I'd better get serious - even I know -20 and blowing snow is no time to be working on a tire! Tire is 13.6x38(air-filled) but locally all I can find are 16.9x38 tubes. What happens if I try to use one of these in the 13.6 tire? For the $30 cost of a new tube does it pay to try and patch the one I've got? I have tried replacing the valve stem and have put the liquid sealer in several times. Thanks in advance for the help!!
