I ran into this on an M several years ago. NAPA sell a hand held tach that comes with several tips. Turn on the pto, throttle up, put the tach against the pto shaft to see how fast it's turning. When you get the right throttle setting, mark your throttle control with something that will last, I used a white paint marker. I think the tach sells for about $50. pricey but taken care of, it will last forever.
