I had a 400 that did this for about six months. Every time I tried to start it needed some TLC. Drove Me crazy. Finally it would not start at all. Checked to make sure it was in time and it was. Replaced plugs, points, condensor, and cap. Still no go. Had blow back through carb when trying to start. Thought it was in need of head rebuild. Gave it one and still no go. Finally found that cam gear nut had backed off cam and gear was breaking teeth off. Could be a possibility. Probably the worse case scenario. But, may save you time knowing this.
