Governor Stuck?

Hi All!,
I have a Q about the governor on my project 55 cub. Should I be able to move the speed change lever freely from the seat with tractor off? Am sure I must ..but speed change lever on governor seems stuck. The horizontal extension lever running to carb linkage turns freely. Is it just a matter of lever being gunked(tractor sat for 3 yrs. in barn),..and do I need to remove governor to manualy free it up? Have had tractor started, runs a bit rough(lot of raw fuel running thru and out of carb and manifold, did a rebuild on IH carb and think I don't have float adjusted properly) Thanks in advance fellas,
