From your description, you should have the thermostat in correctly. The housing has an internal passage for the bypass flow which won't drain unless you orient the housing properly. The flow goes to the rectangular cutout you'll see in the housing gasket. If you can't get the housing to drain by tilting, the passage is plugged and you won't have any bypass flow. Trying to unplug it somehow is a good idea. If it was me, I'd work on getting rid of all the scale and crud I could, but it's your tractor. Tractor was designed to operate with any coolant from water to alcohol to whatever, so use whatever suits your fancy. RTV certainly helps if you've got problem gasket surfaces.
