Oven cleaner will work. Spray it on, let it set for a while, and pressure wash it off. Might help if you brush it before it dries. Brushing throws the stuff all over you. Oven cleaner will not get it all and you will still need to do some wire brushingafterwards, preferably with an angle grinder, an electric drill will also work, but slower. Problem is the brushes will not fit in all the nooks and crannies. I have not tried one, but a small hand held sand blaster might work for the missed areas. Even if you get nearly all of it off with a pressure washer and oven cleaner, you still need to rough it up with something or the paint might not stick.
