The plastic piece just is stuck some and it will come off with careful use of a knife around the edge. The points could be your problem. I found that points not adjusted right can cause the spark to happen sometimes and not spark ar all other times. You could have burned points which can really cause strange problems and replacement of the points and condensor is a inexpensive thing to try.
