I have used that type of material on things that I don't care about quality of final finish, such as LP tanks, ammonia wagons etc. Top coat of paint makes these look decent enough. Don't think I would use the rust converter on my tractor sheet metal or castings due to inconsistent finish. I would still prefer sanding and primer.
