Yes, It's designed to float, but don't think it makes a difference since most of the modern engines I've had apart all have a fixed pickip tube down near the bottom of the pan. If it's important to you, I suppose you could drill a second small hole to drain the oil, then braze both of them shut again. Maybe easier to just get one from a salvage yard. The sludge is a good example of why you want to change your oil hot while all the debris is still in suspension, rather than sticking to the bottom of the pan. I understand many of these old guys haven't had an oil change in years, but if it does get changed cold, it allows the same thing to build up. Stan(VA).
