Well SAm - That the ammeter pegs when you ground the generator says the generator is OK. That leaves either the regulator or it's grounding as the problem (I'm assuming the wiring is correct....) Here's what I'd do: Take a short jumper wire and clamp one end firmly to the grounded battery cable terminal. (Vicegrips work great for this). Now with motor running at about 1/2 speed, touch and hold the other end of the jumper first to the regulator mounting base, then to the regulator relay frame base while observing the ammeter. Don't touch the relays themselves. If the ammeter settles down and shows charge, you know you have a grounding problem at the regulator. If the problem persists you've got a defective (or possibly the wrong) regulator installed. Swap with a known good one if you can, or else head for the parts store. Good luck!! PS - The "flapper bit" on the top of the relay you refer to is properly called the relay armature. Always helps to know the lingo!!
