I had the same problem....Drove me crazy.......I finally put new points and condenser in the mag and it ran like a new tractor.. Before you do anything else try that... If it still does not run right, take the plug out of the bottom of the carb and replace it with a small hose barb. Attach a piece of clear hose. Hold it up along side the bowl of the carb and watch where the fuel level is. It should be about 3/4 full. But you can try it to see where it runs the best.
But I bet you will find that a new set of points and condenser will help your problem. GOOD LUCK!!!!!!
