1953 Super A restoration

my super A runs good and doesnt smoke. the pto works fine. it has minor leaks from the engine and trans. i would like to restore it. a man here in rosemark quoted me 400.00 to pull the motor and replace all the gaskets as well as the pto gaskets. i told him that i wanted him to replace anything gasketwise that would leak. after that, i would like to get the lights working, and the instruments (oil press., voltmeter) replaced. the back tires are new. i would then like to get it painted. i have a friend that owns a body shop and he could probably do it for me. the sheet metal is fine. so my questions are: 1. does 400 bucks seem high/reasonable for the job described on all the seals? 2. very roughly (ball park figure), how much to replace the lights, meters etc. as well as a decent paint job? i just need to know what i am getting into with my brothers who are gonna help me pay for this. thanks a lot you farmall experts!
