I'm not positive on the early model frame rails but on the later ones it's pressed in. The hole breaks thru on the inside of the frame bracket but usually not completly through. You may be able to get it out with a punch and hammer, but you will probably have to open up the hole with a small grinder to get a big enough punch in there. They are pressed in pretty tight and then add 70 years of rust and it can be a project. Hope this helps and good luck, Ed
