I had to move the wheels in on a big tractor with 15-38 tires to get it on a trailer. The bolts were 1-5/16" and I used a Craftsman 3/4 drive socket with a "cheater" handle on the breaker (mainly because two bolts are inside the wheel and a standard breaker bar won't reach out past the tires), lots of penetrant and persistense. Try tighting then loosening the bolts. Do it over and over with penetrant till they come off. The formula for cheater bar length is to add 2" to breaker handle length for each year of age over 45, assuming a 20" breaker.
