stuck usually refers to being stuck from lack of use and rust. seized usually refers to something that happened to it while running and now it won't turn anymore.

there can be a BIG difference in dollars between seized and stuck but not always.

the engine in my I-4 is stuck from sitting in a feild for several years.

my wife seized the engine in my truck from lack of oil.
