Lead substitute is a waste of time and money. The only reason lead was used in the old gas was because of poorer quality valves,seats, and guides. The old engines will run fine on unleaded gas for a while but it depends on how hard you work them. If you are really using them and pulling them hard as in field work, the absence of lead causes the hot valve head and the seat to weld together every time the valve closes. This in turn causes small pieces of the seat to pull away from the head and cause what is called erosion. After a long enough time the valve will bury itself into the head until it no longer seals compression and burns out. All you have to do to correct the problem is to install hard (hi-chrome) valve seats in the exhaust seats of the head. The intake seat as cast is fine as long as it isn't already worn out. The stock exhaust valves of today are all made of much better material than the old originals so any new valves will be fine in the head. You might be able to use the old ones, but they are probably worn out anyway. But none of this would probably cause the problem you are having with your spark plug fouling. More than likely your engine just needs to be rebuilt to restore ring seal and take care of excessive valve stem to guide clearances.
