My brother has a 1993 that came without a turbo but ford sold him one and put it on as a after market option it has allways whistled alot he was told it was the brand of turbo if your muffler is shot it would be noisier he put on a strait pipe its not that load but you can hear the whistle a mile away louder at lower rpm .
