I am guessing that the throttle shaft finger of the governor is not fitting into the recess of the throttle shaft of the carburetor. The misfit is causing the throttle to bind up. Remove the carb from the manifold and try again. I think the Thompson governor is the current name of the old M&W governor. I believe it is also called "Uni-ball". They are still being manufactured by another company and cost around $400. They have precision weights, Hiem joints on the linkages, and probably a few other improved parts. I put one on my MTA and didn't notice any difference.
