Yes you can turn the pump up. You need to get your self the IH Diesel Engine manuel to refer to. The Owners manuel does not show you the pocedure. I guess IH didn't really want the owner to mess with the pump. There are a lot of fine adjustments in the pump that you can screw up if you don't have the manuel, like normal fuel delivery, when the governor calls for more fuel and when it is injected and how much.
