I'm no expert but it sounds like you are getting air in the lines from somewhere. Have you tried bleeding the system? After filling the res. to proper level, with tractor running at 1/2 throttle, try turning the steering wheel both ways to the stop several times and see what happens with the fluid level. That may work but I'm not real sure.//FB
