I agree with Sam. The rings are probably hung up, and if so, you probably can't get enough spin from your starter to create enough suction on the intake stroke to suck fuel/air from the updraft carburetor, thus the dry plugs even after choking. I had the same situation with my Super C. I finally "chain-started" it with another tractor, and it fired right up. After sputtering and smoking badly for a few minutes, it ran fine and smoke free, evidently indicating the rings had worked loose. No problem cranking it ever since. Good luck. Oh, yeah, and evidently the IH engineers didn't give a hoot about the mechanics who might have had to find that TDC mark. Every service and operator's manual I've seen clearly shows the mark stamped heavily in the flywheel. I haven't seen one in real life yet. Good trick, though, is to smear some paint over it if you ever find it so you can find it in the future. Thank goodness the guy before me did that on my SC. I never would have found that faint little scratch.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
