18 HP is pretty close for a stock A at the drawbar, not at the crank or flywheel. An A should weigh about 1,800-2,200 lbs., depending on whether it has one or two cast rear wheel centers and/or rear wheel weights/front wheel weights. An A has enough power to spin the tires easily on dirt or "road base" if it cannot move as in trying to push or pull something. I see this every time I watch the local tractor pulls. The Farmall A/B tractors just don't have enough weight for their HP to be good pullers without extra ballast.
