If he offers to GIVE it to you, I'd say thanks, but no thanks. Around here, you can buy a C or SC for less than a 1000. I don't see where these guys get off asking that much for a tractor in that kind of condition. He may get the 400 parting it out, but I'd guess he'll be a long time doing it. I was just mentally calculating....500 for rear tires, 100 for fronts, 200 for blank rims, overhaul kit, redoing the head, 400 original cost, plus there is probably a 50-50 chance of a cracked block ....I'd pass.
