Hyrostatic Transmission Problem

I have an IH 3514 backhoe that has a hydrostatic tranny.
In both forward and reverse there is a lack of power when the machine is warm. It goes pretty good when the oil is cold.
You can slowly push the pedal and get it to move but if you push it to fast it just sits there.
I've ruled out the hydraulic pump since the front bucket and rear hoe will lift the machine off the ground.
All fluids and filters have been changed.
Is it the foot-n-inch valve or something else you guys may have come across in your repairs?
The hydro system is almost the same as what is on the 56 & 86 series IH.
