I agree with Redman, also check behind the governor housing, I have seen this area build up with grease and dirt and affect the throttle rod performance to the governor. When you have the carb unbolted make sure you squirt some penetrating oil down the throttle tube to ensure ease of movement of the rod. Good luck from Mike in Exeter Ontario
