It could be the shifter. That would be the easy. It could also be worn gears. And it could be both. Having the fork make it jump out of gear could shorten the life of the gear, trying to hold a worn pair of gears meshed could damage the fork.
I think the only way to know is to take the cover off and look. I don't remember how hard that is to do on a 560; somebody here does, though.
