I think you pretty much hit the nail on the head. Dry sleeves are a lot harder to service as you need a puller and a disc that is machined to the exact diameter of the sleeve in order to pull them out, unless you remove the whole block and bring it into a machine shop and have them press the sleeves out. Wet sleeves are a lot easier to service, as all you need is a hammer and a block of wood to remove them. On the other hand, the disadvantage to wet sleeves is that sometimes the O-rings on the bottom of the sleeves go bad, leaking coolant into the oil pan.
