You will see in the picture that there is a nut on the barbell shaped thing with the springs behind it. That is the impeller drive for the water pump. Loosen the nut and tap on it, it is a tapered pin. Then the barbell shaped thing should slide off, be careful not to loose the springs! Then take the 4 bolts out that hold the fan blade on. What I've always done with rusted adjustable fan and generator pulleys is to soak them with PB Blaster or other good penetrant for a few days, loosen set screw, then use a punch and hammer and give a few good taps. They usually come loose then.
